The issue is that you've got too many people that are college/university educated, compared to people that are just basic school educated. Pretty much every commercial building in my city has the issue of not enough educated workers and it always ends in a bunch of abandoned buildings. I have universities, schools and libraries everywhere and I have free public transport all around the city.
